    CMHC Eco Programs for Lenders

    The CMHC Eco Program is an incentive for borrowers who are looking to finance the purchase or construction of a green home or to make energy-efficient improvements.

    Eligibility – Properties which lie within the top 15 percent of the housing stock in the lowest GHG emissions ratings, and have a rating of at least 20 percent lower gigajoules per year compared to a typical new house

    Type of project – Upgrades include insulation, solar, heat pumps, air sealing, windows and doors, HVAC and energy efficient lighting

    Incentive – This program offers a broad range of rebates to homeowners mostly for retrofitting existing homes to improve their energy efficiency as well as a few incentives for building and renovating

    Eligibility – Residential homes in BC

    Type of project – Retrofits to improve a home’s energy efficiency and reduce its carbon footprint, such as installing a heat pump, purchasing appliances, adding insulation, installing new windows and doors; for those building or renovating, tax rebates and partial refunds on insurance premiums are also offered

    BetterBuildingsBC

    Incentive – This programs offers a broad range of incentives for building new energy efficient commercial buildings and retrofits to existing commercial buildings

    Eligibility – Commercial and institutional buildings in BC

    Type of project – Eligible projects include HVAC upgrades, fuel switching, refrigeration upgrades, funding for energy studies, installing high-efficiency cooking equipment

    CleanBC Multi-unit Residential Building Retrofit Program

    Incentive – Up to $5,000 for opportunity assessment; up to $30,000 for feasibility study; rebates for equipment

    Eligibility – Multi-unit residential buildings

    Type of project – Funding for development costs and upgrades to heat pumps, windows, lighting, water heating, solar panels and batteries

    CleanBC Better Homes Energy Savings Program – Windows and Doors

    Incentive – Rebate for 95% of eligible costs, up to $9,500 per home and $950 per window and door 

    Eligibility – B.C. citizens living in single-family homes, secondary suites, mobile homes, duplex, triplex, row home or townhome with a property value under $1,230,000 (not available in the City of Vancouver) – dependent on income qualification requirements

    Type of project – Purchase and installation of new windows and doors with a U-factor of 1.22 or less

    Clean Buildings Tax Credit

    Incentive – Refundable income tax credit for 5% of qualifying expenditures paid on the retrofit

    Eligibility – Multi-unit residential buildings, commercial buildings, colleges/universities, food services, hospitals, logistics and warehousing, offices, retail and schools owned by corporations and individuals paying income taxes in B.C.

    Type of project – Retrofits to reduce building’s Energy Use Intensity (EUI)

    FortisBC Clothes Washer and Dryer Rebates

    Incentive – $100 rebate for washing machine and $150 – $250 for dryer

    Eligibility – FortisBC residential customers

    Type of product – Purchase of a qualifying ENERGY STAR washer and/or dryer

    FortisBC Connected Thermostat Rebate

    Incentive – Up to $150 rebate for new connected thermostat installation

    Eligibility – FortisBC natural gas residential customers

    Type of product – Installation of a new connected thermostat that can be programmed to automatically set home temperature

    FortisBC Free Energy Saving Kit

    Incentive – Free Energy Saving Kit for income-qualified individuals

    Eligibility – Maximum combined household income dependent on household size – see table in link

    Type of project – Easy-to-install products with instruction including LED light bulbs, water-efficient showerhead, faucet aerators, weatherstripping, window film, outlet and switch sealers, refrigerator/freezer thermometer and furnace filter coupon

    FortisBC Free Home Energy Evaluation and Upgrades

    Incentive – Free advice, installation and upgrades of energy saving products for income-qualified individuals

    Eligibility – Must live in a detached house, duplex, townhouse, or mobile home; maximum combined household income dependent on household size – see table in link

    Type of project – Energy coach will review home’s energy use, suggest ways to improve energy efficiency, identify potential upgrades; free energy saving products such as LED light bulbs, faucet aerators and showerheads, weatherstripping; some homes may qualify for an ENERGY STAR certified refrigerator, insulation or heat pump

    FortisBC Heat Pump Rebate

    Incentive – This program provides up to $2,000 in rebates for the purchase and installation of an air-source heat pump

    Eligibility – Single-family home, duplex, triplex, row home, townhouse or mobile home that is a primary residence with a residential FortisBC natural gas account

    Type of project – Installation of a new heat pump by an approved contractor to replace an existing hard-wired electrical heating system, which is the primary heating system

    BC Hydro EV Charger Rebate for Single-family Homes

    Incentive – This rebate covers 50% of the cost of an EV charger for a single-family home, up to $350

    Eligibility – Single family homes, row homes, duplexes

    Type of project – Purchase and installation of a new Level 2 EV charger

    BC Hydro EV Charger Rebate for Multi-unit Residential Buildings

    Incentive – This rebate covers up to $3,000 in costs for an engineering plan; up to $120,000 for infrastructure and up to $14,000 for chargers for multi-unit residential buildings

    Eligibility – Apartment, condos, townhome complexes

    Type of work – Planning, purchasing, and installing new EV chargers and infrastructure

    BC Hydro EV Charger Rebate for Workplaces

    Incentive – Receive up to $2,000 per EV charger for workplaces (up to $14,000 per workplace with a maximum of four workplaces per business)

    Eligibility – Workplaces in B.C. with a minimum of 5 employees, constructed before Aug. 31, 2021, with dedicated employee parking

    Type of project – Planning, purchasing and installing new EV charging stations and infrastructure for employee use

    Nova Scotia

    Solar Homes Program

    Homeowners and non-profits in Nova Scotia have access to sizeable rebates for installing photovoltaic systems.

    Incentive – Rebate for the installation of photovoltaic systems in residential buildings of $0.30 per watt up to a maximum of $3,000 for single-family homes; or the lesser of $0.60 per watt for non-profits, 25% of eligible system cost, up to $15,000 for non-profits

    Eligibility – Owners of detached, semi-detached, townhouses, rowhouse, mobile homes, First Nations Band-owned homes, co-operative housing located in Nova Scotia; or registered non-profit organizations or charities active for at least 12 months

    Type of project – Installation of eligible new solar photovoltaic systems, including solar batteries and expansion to existing systems, on or off grid, with a minimum size requirement of 1kW

    Ontario

    The Retrofit Program

    This program offers financial incentives to businesses in various categories for targeted retrofits that help businesses upgrade to more energy efficient equipment.

    Incentive – This program offers financial incentives for businesses to upgrade equipment, reduce energy bills and lower carbon footprints

    Eligibility – Owners or lessees of commercial spaces or buildings, industrial facilities, institutional buildings, multi-family buildings or agricultural facilities

    Type of project – Different streams comprise different types of projects; eligible projects are those that provide sustainable, measurable and verifiable reductions in peak electricity demand and electricity consumption; examples include lighting controls, HVAC redesign, chiller replacement, variable-speed drive installation and custom equipment retrofits

    The Save on Energy Instant Discounts Program

    With this discount program businesses can get an instant, point-of-sale discount when they purchase energy-efficient lighting for their building.

    Incentive – Upfront discounts for the purchase of energy-efficient lighting from participating distributors 

    Eligibility – Commercial, agricultural, industrial, institutional and multi-unit residential buildings in Ontario

    Type of project – Purchase of energy efficient lighting products to lower energy consumption

    Ontario New Housing Rebate

    This is a rebate on top of the federal GST/HST New Housing Rebate to cover the provincial tax.

    Incentive – This program complements the federal GST/HST New Housing Rebate to cover the provincial portion of tax on costs for the building, renovation or conversion of a residential property

    Eligibility – Requirements are the same as those for the federal new housing rebate, except fair market value can exceed $450,000

    Type of project – Building of a new home, substantial renovation of an existing home or conversion of a non-residential property into a residential home, which is the applicant’s primary residence

    Savings by Design Affordable Housing Program

    This program offered by Enbridge Gas provides affordable housing developers with resources to create energy-efficient buildings.

    Incentive – Up to $120,000 in funding for affordable housing developers for energy efficiency upgrades as well as free expert design assistance

    Eligibility – Affordable housing providers who have previously received government financial assistance for creating new affordable housing, located within the Enbridge service area

    Type of project – Energy efficiency upgrades that allow the building to achieve energy performance at least 20% above Ontario Building Code specifications

    Enbridge Gas Savings by Design Residential

    Incentive – Funding of up to $1,650 per home for up to 50 homes, and free access to design experts and energy modelling for developers and builders of homes that achieve ENERGY STAR for New Homes or Net Zero Energy Ready (NZER) standards 

    Eligibility – Builders and developers of low-rise residential single family, semi-detached, and townhomes within Enbridge Gas Survey area that meet Net Zero Energy Ready (NZER) or ENERGY STAR standards

    Type of project – New residential building with envelope air sealing, energy-efficient heating and cooling, high-performance windows, dual-furnace and air-source electric heat pumps, ready connect to a renewable energy system

    Enbridge Gas Home Winterproofing Program

    Incentive – This program provides free energy efficient upgrades to winter proof homes based on household income or receiving government assistance

    Eligibility – People living in homes heated by Enbridge natural gas, either falling within certain household income levels or receiving government assistance through certain programs

    Type of project – Upgrades to insulation, draft proofing, and smart thermostats

    Enbridge Gas Home Efficiency Rebate

    Incentive – This rebate provides up to $5,000 for home energy efficiency upgrades for people living in homes with natural gas supplied by Enbridge Gas. 

    Eligibility – Enbridge natural gas customers living in detached and semi-detached homes, row homes, townhomes and mobile homes on permanent foundations more than 6 months old

    Type of project – Home energy assessment and subsequent efficiency upgrades to insulation, air sealing, heat pumps, windows and doors

    Enbridge Gas Smart Thermostats

    Incentive – This rebate provides $75 instantly or post-purchase to lower the cost of a new smart thermostat that saves costs and increases energy efficiency

    Eligibility – Residential Enbridge Gas customers living in a detached or semi-detached home or townhouse with a natural gas heater or boiler

    Type of project – Installation of a smart thermostat that adjusts automatically based on occupancy, indoor/outdoor temperatures and user preferences

    Hydro One Low-Income Energy Assistance Program

    Incentive – Financial assistance for low-income Ontario residents with up to $650 of the amount owed on an outstanding electricity bill or up to $780 for a home that uses electric heat

    Eligibility – Residential customers of Hydro One with an outstanding energy bill with a combined after-tax household income below specified limit, depending on number of household residents

    Type of project – Payment of an outstanding electricity bill

    Save on Energy Home Energy Saver Program

    Incentive – Incentives of $2,500 – $5,000 for air-source heat pumps or $10,000 for ground source heat pumps

    Eligibility – Owners of a single family dwelling, semi-detached home, duplex, rowhouse, townhouse or apartment/condo in a building 3 storeys or shorter, located within the eligible area, built before March 2024, heated primarily by electric

    Type of project – Installation of mini-split, multi-splits, central air source heat pump, or ground source heat pump, and a smart thermostat

    Save on Energy Energy Affordability Program

    Incentive – Free energy-saving upgrades to appliances, HVAC and insulation for homes, based on household income

    Eligibility – Ontario residents living in a Social Housing property, or household income meeting eligibility requirements, or receiving certain government assistance, or has received a LEAP grant or was part of OESP in the past 12 months 

    Type of project – Upgrades to a wide range of appliances, air and water heating systems and insulation for improved energy efficiency, depending on eligibility and needs

    PEI

    Solar Electric Rebate Program

    Under this program, residents, businesses and farms that install solar photovoltaic systems will be eligible for rebates.

    Incentive – Rebate for installation of solar photovoltaic systems of $1,000/kW for homes, $350/kW for businesses, and $1,250/kW for farm buildings; up to 40% of total costs; up to a maximum of $10,000 for homes and businesses, $35,000 for farm buildings

    Eligibility – Existing homes no more than 3 storeys receiving residential electricity rate; businesses receiving general service 1 of small industrial electricity rate; farm buildings must be non-residential and owned and operated by a professional farmer or corporation

    Type of project – Purchase and installation of a solar photovoltaic system by an approved supplier/contractor

    Quebec

    Rénoclimat

    Rénoclimat provides financial assistance for doing a variety of energy efficiency upgrades.

    Incentive – Up to $3,750 per upgrade for renovations to improve home insulation and airtightness

    Eligibility – Owners of a detached home, duplex, triplex, multi-unit residential buildings with no more than three storeys and a maximum area of 600 square meters

    Type of project – Upgrades and retrofits to insulation of roofs, exterior walls, foundation, exposed flooring and Energy Star certified doors and windows

    Government of Québec Chauffez Vert Program

    Incentive – Up to $1,275 in financial assistance for the replacement of an oil or propane central heating system with a electric or renewable energy heating system; amount depends on type of home and heating system 

    Eligibility – Owners of single-family homes, duplexes, triplexes and multi-unit residential buildings with no more than three storeys and a maximum area of 600 square metres

    Type of project – Dismantling of an oil or propane central heating system and water heater, removal of the tank and replacement with a central heating system powered by electricity or another renewable energy source

    Enbridge Gaz Québec Air Exchange Rebate

    Incentive – $400 cash incentive for the purchase or rental and installation of a Heat Recovery Ventilator (HRV) for an existing air exchange system

    Eligibility – Residential customers of Enbridge Gaz Québec with central heating that runs on gas and have a heat exchanger that does not already have a heat recovery system (most homes built before 2011 do not have an HRV, it has been a Quebec Construction Code requirement since 2012)

    Type of project – Installation of a heat recovery ventilator to existing heat exchanger by a certified natural gas contractor

    Enbridge Gaz Québec Tankless Water Heater Rebate

    Incentive – $500 cash incentive for the purchase or rental and installation of a tankless water heater

    Eligibility – Homes that are residential customers of Enbridge Gaz Québec and currently have a natural gas water heater with a tank

    Type of project – Installation of a tankless natural gas water heater by a certified natural gas contractor

    Enbridge Gaz Québec High Efficiency Combined Heating System Rebate

    Incentive – $850 cash incentive for the purchase or rental and installation of a high efficiency combined water heating system

    Eligibility – Rate 2 residential customers of Enbridge Gaz Québec

    Type of project – Installation of a high efficiency all-in-one tankless water heater and fan coil unit which heats water and recovers remaining energy for air heating 

    Enbridge Gaz Québec Smart Thermostat Rebate

    Incentive – $100 for the purchase and installation of a smart thermostat to optimize heating and air conditioning energy usage

    Eligibility – Residential homes that are heated by natural gas and customers of Enbridge Gaz Québec 

    Type of project – Installation of a compatible smart thermostat that connects to a wifi network and can be controlled through an app 

    Energir Smart Thermostat Grant

    Incentive – $100 grant for the purchase and installation of a smart thermostat to optimize heating and air conditioning energy usage

    Eligibility – Energir residential customers

    Type of project – Installation of an Energy Star certified smart thermostat that connects to wifi and can be controlled through an app

    Hydro Quebec LogisVert Program

    Incentive – Up to $6,700 per upgrade for energy efficiency upgrades to systems, appliances and insulation

    Eligibility – Owners and tenants of single-family and semi-detached houses, row houses, mobile homes, condos, multiplexes and multi-unit residential buildings in Quebec supplied with electricity from Hydro Quebec, off-grid systems, or municipal systems

    Type of project – Implementation of efficient heat pumps, induction range stoves, heat-pump dryers, roof insulation and caulking, pumps and solar system, and high-efficiency heat pumps

    MUNICIPAL INCENTIVES

    Green Municipal Fund

    Broad array of funding for municipal and community green building projects across Canada from the Federation of Canadian Municipalities. Funding is offered for projects such as feasibility studies to reduce GHG emissions in a community, constructing organic waste-to-energy systems, retrofitting municipal and community buildings to reduce GHG emissions and more.

    Toronto

    Eco-Roof Incentive Program

    Incentive – Funding for the installation of eco-roofs – $5/m2 for a cool roof with a new membrane, $2/m2 for a cool roof coating over an existing roof membrane up to $50,000 or $100/m2 up to $100,000 for a green roof

    Eligibility – Existing residential, commercial, industrial and institutional buildings, all new buildings for green roofs, new low rise residential buildings less than five units for cool roofs; application can be done by property owner or roofing contractor

    Type of project – Design and installation of an extensive, semi-intensive or intensive green roof to support vegetation growth or a cool roof to reflect sun rays and reduce heat build up; minimum roof coverage dependent on building size; based on Toronto City Bylaws

    Home Energy Loan Program (HELP)

    Incentive – Loans for home efficiency upgrades; rates range from 5 years at 3.15% to 20 years at 4.35%; $1,000 for solar system, up to $2,500 per heat pump, up to $10,000 for deep retrofit, maximum $125,000 per homeowner

    Eligibility – Owners of detached, semi-detached, or row houses within the city of Toronto

    Type of project – Installation and upgrades to air-source heat pumps, window/door replacements, insulation, air-sealing, geothermal systems, high-efficiency water heater, boilers, furnaces, boilers, air conditioners, toilets, solar systems and batteries, electric vehicle chargers

    Energy Retrofit Loans

    Incentive – This program offers fixed, long-term, low-interest financing for building owners investing in low-carbon, energy-efficient capital improvements, covering up to 100% of project costs with terms up to 30 years at the city’s cost of borrowing, with one year interest free and payment free

    Eligibility – All residential, commercial, industrial and institutional buildings located in Toronto

    Type of project – Retrofitting buildings, including heat pumps, high-efficiency boilers, chillers and HVAC systems, building envelope, building automation, lighting, renewable energy systems, energy storage and fuel switching

    High-Rise Retrofit Improvement Support Program (Hi-RIS)

    Incentive – Low-cost financing up to $2.5 million per building for improvements to residential apartment buildings built before 1990 with borrowing terms up to 20-year, rates vary

    Eligibility – Owners of residential apartment buildings built before 1990 with three or more storeys within the City of Toronto

    Type of project – Windows and doors, insulation, water heaters, heating and cooling systems, water fixtures, lighting, renewable energy and any other measure that improves energy or water efficiency

    Ottawa

    Save on Energy Retrofit Program

    Incentive – Up to $860/kW for businesses that install large solar photovoltaic systems up to 1,000 kW

    Eligibility – Institutional, industrial, and commercial participants in Ottawa

    Type of project – Installation of solar photovoltaic systems

    Kingston

    Better Homes Kingston

    Incentive – This grant provides up to $40,000 in zero-interest loans for home energy efficiency upgrades

    Eligibility – Residents of Kingston living in a single-family residential building (detached house, semi-detached house, or rowhouse)

    Type of project – Retrofits, modification,and upgrades for energy efficiency, based on recommendations from an EnerGuide consultant

    Vancouver

    Greenest City Grant

    Incentive – Green building grants up to $50,000 for nonprofits, charities and First Nations bands to undertake green building projects

    Eligibility – Registered nonprofit societies, registered charities in good standing with the Canadian Revenue Agency and First Nations bands 

    Type of project – Projects addressing climate change and climate equity located in and benefitting Vancouver, lasting 1 – 2 years

    Victoria

    Rental Apartment Retrofit Accelerator Pilot Program

    Incentive – Tax exemption that covers up to 100% of costs for energy efficiency upgrades to apartment buildings

    Eligibility – Building must be located within city boundaries, 3-6 storeys tall, contain at least 10 units, use natural gas for hot water or heating and built before 2000

    Type of project – Upgrading building systems to electric air or water heating system

      Our condominium board is planning to replace two central gas-fired boilers used for apartment heating in our 16 unit, 5 floor building in Ottawa, Ontario. Are there any incentive programs to support installation of centralized heat pumps and /or high-efficiency boilers?

      1. Hi Doug, unfortunately all existing government heat pump incentives for Canada, Ontario, and Ottawa exclude residential buildings over 3 stories. However, these programs are modified often and eligibility requirements may change.

    2. Our Fire Department and Fire board are looking at building a new Fire Hall in Saskatchewan. Are their any grants or rebates available for adding green initiatives such as solar, geothermal, or icf building.

      Where can I find the application form to apply for the Canada Greener Homes Affordability Program (2025) so I can purchase energy-efficient appliances in Regina, Saskatchewan?

      1. It looks like Manitoba is the only province that has started accepting applications so far. Keep an eye on this page: https://natural-resources.canada.ca/energy-efficiency/home-energy-efficiency/canada-greener-homes-initiative/canada-greener-homes-affordability-program under the ‘How to participate in your province or territory’ section and it should list Saskatchewan when it comes available (assuming they update the page). You can also contact CGHAP-PCMAV@nrcan-rncan.gc.ca for more info on when it’ll become available.
